BIOECONOMY a Romanian scientific Paradigm offered to the Earth Planet.
The BIOECONOMY paradigm progenitor Nicholas Georgescu-Roegen, born Nicolae Georgescu (4 February 1906 – 30 October 1994) was a Romanian American mathematician, statistician and economist, best known for his 1971 magnum opus The Entropy Law and the Economic Process, which situated the view that the second law of thermodynamics, i.e., that usable “free energy” tends to disperse or become lost in the form of “bound energy”, governs economic processes. His work contributed significantly to BIOECONOMICS and to ECOLOGICAL ECONOMICS.

The Washington Post called Lester Brown “one of the world’s most influential thinkers.” The Telegraph of Calcutta refers to him as “the guru of the environmental movement.” In 1986, the Library of Congress requested his personal papers noting that his writings “have already strongly affected thinking about problems of world population and resources.

“Eco-Bio-Economy is an economy of the future, in the service of human life by rational use of environmental resources“, prof. Dr. dr.h.c. Alexandru T. Bogdan, member of the Romanian Academy, claims to several national and international conferences and publish in international speciality literature, an attempt to unite the two concepts: Eco-Economy, by Lester Brown and Bio-Economy, by Nicholas Georgescu Roegen, a new paradigm Eco-Bio-Economy.
Multilateral diplomacy is facing new challenges. Eco-Bio-Diplomacy it is a new initiative and approach to the international relations in order to promote and to sustain the environment integrated health, the environment protection, the quality of life, the sustainable development, an Integrated Smart Sustainable Development in a globalized world, through the Eco-Bio-Economy, Smart Sustainable Development, elements of the EU 2020 Strategy and of the “Smart Power” US diplomacy initiatives.
The Vision of the Eco-Bio-Economy is to sustainable develop the humankind welfare in all forms, through an economy of future dedicated to human life through the rational use of the environmental resources.

UNEP-United Nations Environment Program (environment for development) has developed a working definition of the Green Economy as an economy that may have results in improved human well-being and social equity, while significantly reducing environmental risks and ecological scarcities.
‘Ecological policies’ (over 20200 internet quotations) became throughout times, a constant attitude of the world governments, as much as the ecological and the biodiversity interferences of the regional, national, trans-national and global interdependencies, affect all nations.
The ‘Green Diplomacy’ (20600 internet quotations) is the most present and accessible term, the most preferred by users, this term started to become the pattern of a specialized diplomacy, more and more states started to establish specialized departments with expert diplomatic human resources, certified in that field.
„A Sustainable Development is the one which models its economic and social system as the natural resources and the life support systems to be maintained”, concluded Lester R. Brown.
If Sustainable Development contains four pillars of growth: economic sustainability, socio-political sustainability, environmental sustainability, cultural diversity sustainability, diplomatic vision anchored in it should become an Eco-Bio-diplomacy, a Intelligent Sustainable Diplomacy , to orchestrate an eco-bio-economic attitude “Smart Power” type, consistently applied by all ”hard” and “soft” sources availaible for all sciences and resources needed for life. Eco-Bio-Diplomacy could be foreseen in the future – as a new philosophical sustainable horizon to initiate and to promote a modern diplomacy for the 2020-2050 years. Smart Sustainable Diplomacy using sustainable development, the eco-bio-economy tools and concepts and those related to “smart power” attraction and “contextual intelligence”, can open a large diplomatic, political multiconceptual dialogue in a multicultural globalized context – based on demonstrable values and on the force of the success stories and of the best practices – dedicated to inform, to influence, to support and to pro-actively promote the eco-bio-economy and eco-bio-diplomacy at national, trans-national and international levels to a smart sustainable integrated development of a modern globalized world.
- Quality Innovative Eco-Bio-Diplomacy – a diplomacy that promotes quality, the eco-bio-quality, the eco-bio-innovation and the excellence in cooperation to the international relations,
- Public Eco-Bio-Diplomacy – a public diplomacy dedicated to promote public humankind integrated health and its economic and social welfare in the eco-bio-economic global context,
- Smart Eco-Bio-Diplomacy (Smart Sustainable Diplomacy)- a diplomacy dedicated to promote the Smart Sustainable Development, a Smart Power Integrated Diplomacy for the development of the international relations and global cooperation, in a global eco-bio-economic multipolar context.

The implementation of a Pro-active Diplomatic Management and of a Pro-Participative Leadership, conceptual elements as to be – Eco-Bio-Diplomacy Management and Smart Sustainable Diplomacy Management – having as pillars the Eco-Bio-Management and the Smart Sustainable Management may come to support the management development of the today and tomorrow diplomacy, as an integrated concept to be addressed to a smart sustainable development by promoting eco-bio-diplomatic modern policies, strategies, tools, diplomatic measures, type hard and soft, with methods of implementation with quality improvement measures inspired by TQM-total quality management, Kaizen and with other types of success management, quantified, using the best practices in all fields, and also the attractiveness of the success stories in all life areas, dedicated to a smart, sustainable, inclusive growth to welfare and prosperity.

The intelligent combination of the concepts of “soft and hard in smart power”, it is named by professor Nye “Contextual Intelligence“. In the foreign affairs this contextual intelligence it means the capacity to intuit intelligent and integrated the diagnose of a situation, which helps politicians to combine tactics and objectives to create intelligent politic strategies (strategic smart policies), that can influence behavior through attraction and attractiveness, to result of a multipolar “soft power” attitude.
Information is one of the most important key of the future. Diplomacy in general and in particular, the Eco-Bio-Diplomacy, Multilateral and the Commercial Diplomacy can open new forms of expression also considering the Theory on Economics of Information of Dr. Joseph Stiglitz, Nobel Prize winner in economy in 2001, even taking into account the importance of information, the costs of information and the quality and reliability of information connected to the “smart power” syntagm.
In order to ensure the life quality and to promote a responsible future for the mankind, with a real smart sustainable welfare, these business concepts of a free economy must be harmonized in the context of the sustainable development with the Eco-Bio-Quality in all attitudes, with the principles of the total quality management- TQM– towards a Green TQM as an Eco-Bio-TQM – towards a Green Quality and an Eco-Bio-Quality, together with the concepts of the eco-bio-economy and with accents dedicated to the solidarity and the corporate responsibility at global level, to the fulfilment of the integrated smart sustainable development of the environment and for the final clients satisfaction – people, organisations, businesses and world citizens.
Social Eco-Bio- Economy is identified as having a direct convergence with the economic, ecologic, biodiversity, eco-economic and bio-economic domains, with the social economic component of life, of the human resources and of the communities.

Eco-Bio-Economic-Safety directed to the economic, biodiversity, food security and food safety aspects, introduces – the new syntagm of the Eco-Bio-Economic Food Safety, to define also to a new syntagm – the Eco-Bio-Economic Social Safety, focusing the Customer Satisfaction and equally the Customer Protection, considering that food safety and social security have among other important objectives, a common target – customer satisfaction and its protection- and in extension, all interested parties.

The Eco-Bio-Management is a Smart Sustainable Management defined as an eco-bio-management of future, eco-bio-sustainable, smart, harmonious, integrated and innovative, dedicated to the smart sustainable development and to the eco-bio-continuous improvement, welfare and the quality of life improvement, through innovative and rational use of the environmental resources.
The syntagm Smart Sustainable Development is addressing to the holistic development through the concepts linked with the eco-bio-economy, innovation and quality. The syntagm Integrated Smart Sustainable Development is launched in order to stimulate the interrelation between concepts as eco-economy, bio-economy, economy, biology, biodiversity, ecology, green quality, together with new approaches as eco-bio-economy, agrifood green power, international diplomacy, global economy, sustainable development

SMART INTEGRATED SUSTAINABLE DEVELOPMENT, SMART INTEGRATED GREEN POWER and ENVIRONMENT INTEGRATED HEALTH IN A GLOBALIZED WORLD
In the context of the eco-bio-economic thinking, univ. prof. PhD Dr. h.c. Alexandru T. Bogdan, correspondent member of the Romanian Academy, initiator of the Eco-Bio-Economy, introduced the new concept of the Integrated Environment Health in a globalized world, as an Olympic health, a multidimensional, global, integrative health, a healthiness of people, plants, animals, water, soil, air, for a healthy environment: “a healthy mind, in a healthy body, in a healthy world, with a healthy environment”, (orig.
